A resolution should be submitted, thought the Secretary, that there be two Institutions in each district. The first would carry out its usual functions and the second would keep an eye on the first so that it wouldn't disappear....But who's going to keep their eye on the second Institution? That means a third will have to be created, and a fourth for the third and so on, ad infinitum, and then who would be left to do anything else? It had turned into a vicious cycle (2a).
